Rose problem

For you rose experts out there:
My sister in law, who grows beautiful roses, has had a problem with  
about 1/4 of her bushes. This year they appear healthy, but fail to  
produce buds. Either none are produced, or the buds abort after  
barely forming. Bushes around the problem plants are blooming  
normally. She lives in Berkeley, CA, and has never experienced this  
before. Any ideas?
