Ceres, I think the height reference has to do with the flower height, not the leaves.

Cathy, Silene dioica 'CM' is a very different plant than yours.
Interestingly Mo Bot Ctr lists it at 1 -1.5' . Mine certainly didn't get that tall. 
It was more of a ground hugger.    The foliage was an eye catcher.
