Tony,

You raise an excellent question. I don't think it could be done in any
normal greenhouse operation. Too costly-even if you could get people who
understood the importance of doing it correctly. With the current wage
structure, that seems unlikely.

From the research, it looks like it might be handled at the plug supplier's
end, masses of them treated at once. Maybe in bulk at the cutting stage,
before rooting plugs, even ?

It looks like a great way to get revenge on the little beasts, though. ;-)
