We can do winter mulch anytime - I do mine in November but that's because our ground never freezes. Makes a big difference.

each year is a bit different. Some years it is bitter before 12/1, but many
years I've been able to still plant bulbs just after tgiving. often aroun
tgvg we'll have some nice 55 degree days. You can'lay winter mulch until
December.
