I have done this before. Not an old tire, but some other junk. Yes, all
you have to do is affix the envelope. A nice bonus is that the recipient
doesn't just pay for the postage, they pay for the service itself. eg: a
37 cent envelope costs them 55 cents to get back. I don't know what
they'd have to pay for 70 pounds though.
