Mostly just in the French Quarter. Some people just get so drunk....been
there done that....the drunk part, not the lifting.  It can occur elsewhere
in roudier sections of parade routes, too.

My sister wrote me that during a Katrina rescue some girls on a roof were
asked to show 'em and refused, so the Natl Gd went on their way without
them.  don't know how true that was.
