I agree with Peggy-Anne.  If you want a hedge of roses that bloom all
season in a controlled habit, select a modern shrub rose that grows in
an upright position -- like Star Roses Bonica, Carefree Beauty or
Sevillana.  They grow 5-6' tall and 4-5' wide, and are very disease
resistant.

Just a caution note on the Rosa multiflora roses as hedges. These
particular
roses will seed themselves everywhere and can become a real nuisance.
They
are rampant, very large, thorny bushes and will need lots of space to
grow.
