One comment that should be made is that the rules on intrastate shipping are published somewhere (cannot find where) and the rules do change. I came across both the ones mentioned because my husband gets transferred regularly to different states. So I had to phytocertify plants to get the moving company to move them. Strictly speaking the local Dept of Ag should certify all the plants for shipping to another state, but only do so when commercial transport is involved.
