TC,

Have you tried getting this through an interlibrary loan at your  
local library?  Or the library at Penn State?  I am sure it was not  
printed in a large edition, but there must be a copy somewhere in  
your state library system or at one of your university libraries.   
You may not be able to add it to your personal library, but you might  
be able to borrow a copy for long enough to write your article.
