Hi Jo Ellen,

NJ runs the gamut from Zones 5B -7. I have seen Crape Myrtle, which is
similar in hardiness (Zones 7 - 9) bloom here in Zone 5B under the
following conditions:
1. The owner, a landscape architect, planted it against the East wall of
his house, which gets morning sun and is protected from prevailing winds
by a bump-out in the wall.
2. There is an artificial pond and stream about 6-ft. in front of it. I
presume the water acts as a heat-sink.
3. The large plant (6-ft. tall) was removed from a client's site where it
was not doing well, so it cost him nothing. 

So I'd say it's possible to grow them outdoors in a sheltered spot, with
the right micro-climate.
