This may be the result of the agent's own personal decision, not an office or political decision. Here in Virginia we had an agent who had that philosophy -- he'd talk to anybody in the business of horticulture, but shuffled homeowners off to the volunteer Master Gardener corps. When he left and a new agent took his place, the situation did a complete reverse. She steers professionals to the horticultural program at a local college, and devotes her time to homeowners. Her philosophy is that since professionals profit from their knowledge, they should be willing to pay for acquiring it!
