As far as I know it simply means you do your own promotion and selling work. 
I'm self-syndicted with my garden column "Flower Power" and have been for 
many years. I flirted with a couple of syndicates but they didn't seem to 
have much to offer. I regularly send out mailings to prospective 
publishers--in my case, since I'm in Southern California, twice a year to 
anticipate the two seasons of gardening here--which would be the same for you
