Re: help, voles!
You might want to double check...last I heard, Connecticut was one of
the states considering cat-leash laws pending. A state law would
likely cover rural as well as urban areas.
There are lots of reasons not to let cats (or dogs) roam...respect
for the property of others, being a primary one. There's also concern
about decline of songbirds...a cat's health factors.
