Hi Caron and welcome to the group.

Here in arid Southern California (we got a whopping 4" of rain last  
year while our average rainfall is 10") I've never even heard of rain  
gardens.

But, I have heard of Permaculture which is not new at all - I was  
trained in Permaculture techniques when I worked at the Integral  
Urban House in Berkeley back in the 1970s.
