[GWL]: Airport inspection

Can anyone tell me what those conveyor-belt machines operated by state departments of agriculture do to luggage? The machines look just like the regular X-ray machines at all airports, but there's no screen (monitor), and besides, X-rays wouldn't reveal fruit and vegetables. I figured the machine was irradiating my luggage to kill spores and bugs and to prevent seeds from germinating, but the inspectors (who don't answer idle questions) told me NOT to put my carry-on luggage through the machine. (So, now you know: If you ever get the urge to smuggle a plant or uneaten apple, tuck it into your makeup case.) Btw, I was flying home from Hawaii, if that's relevant.
