I would imagine they are x-ray machines designed to detect plant
material per plans that APHIS has set forth on its "safeguarding'

To wit, E-96,97,101 - Use of x-ray technology to expedite screening
and clearance of cargo, luggage, and mail; monitor and develop
funding for x-ray technology
              
According to their update on the progress of implementing their
programs, something went into effect in August.
