Mexico does not have phytosanitary certification available, and if they
don't have it, I seriously doubt if Costa Rica, Nicaragua, Colombia, and
other Third World countries have it available either.


There are countries and Mexico (last I knew) and several other central/south
american nations, that just prohibit export of their plants--no phyto needed
because nothing is supposed to leave.
