Hypothetically - you screwed up.  If an editor says 200 words, then 200 words 
is what you deliver - no more, no less. Maybe 2 less --  but 200 words means 
exactly that.

Again - if you do the work without knowing what the terms are - well, you're 
working on spec.

You mean - how many you have been contracted for? Poor biz practice on your 
part.  Do you mean - how many you wrote? Get a word processor with word count. 
Do you mean - how many got published? Do you read the magazines you write for? -

All speculative to be sure but being clear about the contract up front and 
writing what you are contracted for is your job.  Now, as Graham pointed out, 
we all screw up here and there but only beginners would submit 350 words when 
200 were asked for.
