Hello all,
The original Agriculture Dep't document is in the Federal Register at
http://www.ams.usda.gov/fv/modockets/fv079621an.pdf
and it sounds perfectly reasonable to me.  There is nothing in the  
language indicating that any such mass irradiation would be  
required.  It is a request for feedback from all concerned about  
fecal contamination of produce.
