My eyes glazed over after the 12th paragraph of bureaucratic prose!  

As one who "ate the spinach" last year, however, and suffered the 
consequences, I'm all for strict agricultural and sanitation restrictions in producing 
products for raw consumption, and they should be mandatory, not voluntary.  One 
go-round with E. coli is entirely enough!
