If anyone has been following it, you might remember that several historians, 
including Doris Goodwin and Stephen Ambrose, have gotten their hands slapped 
recently for doing exactly this with the work of other authors and including 
small portions of these "edited" works in their own books -- in these cases 
it was called plagiarism. In all of the cases I've read about recently, the 
authors who paraphrased, or changed some words, eliminated others, etc., 
ended up paying the original author a substantial settlement. I would think 
that if an editor who did this type of thing and then claimed the work was 
his own, or a new, copyrightable work, would be equally guilty of plagiarism.
