Wrong, except in the case of work-for-hire contracts.

I've never even heard these claims before.  My first tendency is to 
seriously suspect the honesty of the editor or the publication.  Of 
course, if these claims are being made by some wet-behind-the-ears, 
just-barely-germinated new baby editor, he may simply be abysmally 
ignorant instead of dishonest.  But those are the only two choices. 

You will want not want to work with this editor while he has such 
misconceptions, as he has warned you that he intends to violate your 
contracts as well as object to your legitimate exercise of your legal 
rights to your work.  In other words, he is going to behave as if you 
have work-for-hire contracts, even though you don't.
