This has also been my experience writing for newspapers. When state and federal agencies send releases or provide public information via their websites, it is to educate the public and they are happy to have us use as much as possible. I paraphrase not only to be safe, but also to differentiate my pieces and my work from others who might be using the same information. If you find yourself consistently drawing from the same source, Jeff, it might be worth a call to ensure there is no problem. Chances are the extension service would also be more than happy to have you lift the charts right off their sites as well. In this case I would think you'd want to attribute a source even if you didn't have to do so.
