Absolutely right, Jeff.
Except which guy are we talking about. From all that's been said, this is an under-financed operation that is publishing intermitently, at best, and is probably ready to go under. The editor, however, is stuck in the middle. He's been told what to say to people, and does it, trying to keep his job until he can find another.
The publisher, however, is the bad guy here. He's the one who knows he's in trouble, and refuses to respond to subscribers. But continues taking their money, hoping it will bail him out.
That said, as a general rule let's also remember that virtually all small publishing houses, and most of the larger ones, now outsource their fulfillment work. So if there's a subscription problem it's important that you contact the editor or publisher directly, not the circulation people.
A classic case is Herbs for Health. If you sent in a subscription anytime last year, what you got back was a form from the circulation people telling you your subscription was about to expire, and to renew now. A letter to the circulation manager was ignored----because he was not an employee of the publisher but of the independent fulfillment house. But a subsequent letter to the publisher got the problem straightened out.
