Sally,
The guy is a crook.  You are much too patient and civilized.  The clue is
his not returning calls or e-mails.  No one is legitimate business will
overlook that many attempts to contact him.  I would send his name and
publication to the Better Business Bureau of his state and I'd tell us who
he is and give us the name of the publication so we can help our readers
avoid his scam.  If he treated you that way he is treating his other
customers the same way.
He's a crook, oh I said that.
