Look at the cartoon carefully.  Near the bottom or along the side you should find the name of the syndicate that distributes the cartoon.  There may be a URL for them, or you may have to do a web search.  Either way, they are the people to contact about this.  They may either give you permission or send you to the cartoonist.

Question: How do I go about reprinting a Sydney Harris cartoon in a
substantial newsletter of a national 501[c]3 organization? Of whom do I ask
permission? Is there an accepted rule that covers volunteer organizations
where articles are not paid for?
