I don't know much about education for horticulturists, but can give you a short list of schools in the NE that are attempting to teach at least a few courses about organic agriculture--UVM (Vermont), UMASS, Cornell, and Rutgers are all much more open to it than you might expect and increase their course offerings every few years. In Eastern Canada, the university of Guelph has an excellent reputation. MacDonald College at McGill once did, but Stuart Hill, their star professor, left for Australia and I don't know if anyone decent has taken his place.
Another route would be to look at recent research and publications by the major professors in the department. That could give you a clue about the depth of their interest. And finally, I suspect that the best information would come from recent graduates--if you could get a list and talk to them, you should be able to learn a great deal about the department.
