So abuse@jaguarpc.com is the appropriate address to send a DMCA takedown
notice to.  However...

You should always contact the site directly first and only contact the
upstream ISP if that fails (which is what Doug did).  Responsible sites
like hort.net, photo.net, etc. are registered with the copyright office
as service providers for the republication of their users' documents and
will handle copyright violations directly. 

Going to the ISP threatens to shut down the entire site which could suck
in a case where stolen images/text were posted by a subscriber to a site
instead of the site owner.
