Hi Jodi,
I hate to say it, but I don't think that this is necessarily a
copyright infringment.
It looks like they're taking the blurbs from your RSS feeds, putting
them on a Web page, and then linking back to your site.
That's the nature of RSS -- it stands for 'really simple syndication'.
It's a gray area legaly, but technologically speaking I don't think
that acting as an RSS aggregator violates the original spirit of
RSS.
These articles discuss things with more lucidty than I can muster

Since the feed isn't custom written and is nothing more than the first
few lines from the original doument, it feels like fair use to me.
And copyright is usually about lost revenue which I don't see here
since they're only publishing the RSS portion (which is ad-free in
your case) AND they're linking back to your site.
I'm sure a lot of people will disagree with me, but to me this is an
extension of what RSS feeds were intended for.

I would try contacting bill@feelmykok.com (the registered admin
for the site) and abuase@bubbleposts.cn first though, and only
followup with the ISP if that doesn't work.
