call the Library of Congress in Washington, DC.
They must have a web site. It may be www.loc.gov

Friends,
       A friend of mine self-published a book, and I suggested to him
that
he needs to have an ISBN number on it. He wondered if I had any idea
how to
get such a thing? Where to apply for it and so forth. If anyone knows
anything about this,  please do share it with me. Many thanks!
