You might try local garden clubs. In my county in Virginia, we have nine clubs, and I'm sure every one of them would be willing to make a donation large enough to buy at least one set-up -- that would be a total of at least nine, and probably more, from the garden clubs.  In addition, some of the members might have set-ups they no longer use and might donate them as well.

Decide what the minimum is you need for each set up, try to get a wholesale price (perhaps one of the garden clubs or county extension office could help you on the price), and then contact the club presidents with specific information as to what you need -- then see what happens. Think you may be surprised -- garden clubs (at least in our area) love to do anything that will promote a love of gardening in children -- we're big on scholarships, sending youngsters to nature camp, starting little gardens at schools -- and this project sounds like one I know my clubs would be interested in.
