Not unless they're part of the MSU community, Lon.

NAL is an incredible library. But using it is expensive. Other than land grant universities, other users pay a very large use fee. Then there is an individual charge (as I recall, it's $15) for any materials borrowed.

So, if you could talk you local library into stretching it's budget to belong to the NAL, it then costs you a fee for each book your library borrows for you.

A real shame, too, because there are hundreds of volumes at NAL that literally are not available anywhere else.
