what zone is Washington DC in?

Well, DC and the general area.  My entertainment editor is having me do a
story on canning goodies from the garden & wants a blurb on bedding down the
garden for the winter.  This is for the September issue.  September would be
too early to put a garden to bed for the winter, wouldn't it?  Here in IL
(zone 5), I don't start until sometime in October.
