I had proposed selling them a specific
number of uses (i.e. share the pieces with 10 other organizations)
for a set amount of money. Their concern is that the pieces gets to
the community newsletters, the agency loses control over
distribution.

Although that is a concern for the agency, it is not a viable excuse. You are giving them the right to produce and distribute the piece. You still have the rights to the piece. Yes people will probably copy, but that dosen't make it legal or correct. Ignorance of the law is not an excuse.
