USDA hardiness zones take into account only average temperature ranges.
Mostly correct - actually the USDA hardiness Zone numbers reflect average COLD HARDINESS temperatures, not temperature ranges. Although it has become generally accepted to say that a plant is hardy in Zones 5-8, which suggests that hotter than zone 8 is too hot for this plant, this info is not exactly correct as the system was originally intended. For more info read all about it at: <http://www.usna.usda.gov/Hardzone/index.html>
To answer the problem of effectively communicating heat tolerance, the AHS introduced their Heat Zone Map a few years back. Read about it at:<http://www.ahs.org/publications/heat_zone_map.htm> The reference info is free to the public and others, but a fee is charged to book, catalog and plant tag publishers who wish to use the info on their publications — possibly why you don’t see the Heat Zone info much beyond Monrovia who bought into it years ago. From the AHS website: The AHS Heat-Zone map is a copyrighted document that is wholly owned by the American Horticultural Society. Any reference to, reproduction of, or attempt to code plants using the map's information without written consent by AHS is a violation of the copyright.
