Who SHOULD write a govt g'ing blog?

When the Metro DC Council of Governments laudibly decided to create a DC Lawn and Garden Blog they posted a job notice on Problogger.com and ended up choosing a writer in Florida as their "lead blogger". I wrote to the COG to complain and passed along my suggestion that the blog needed a LOCAL voice and gardening know-how to this DC online marketing guru http://www.debbieweil.com/blog/a-lesson-in-how-not-to-staff-your-local-blog/

But here's my question for you folks. How would you suggest a govt find a gardenblogger? Here's the blog ino question. http://www.metro-dc-lawn-garden-blog.com/
I suggested they post the job announcement it to Garden Writers, and also to any of DC's large gardening listservs.

Or wait - do you agree that a local writer is needed at all? Discuss among yourselves.
 Susan
