You can easily download all of your PicasaWeb photos, gallery by 
gallery. It appears that you can do this with the Picasa app you install 
on your computer. The steps are:
1) Download and install Picasa
2) Log in to your Google Picasa account (a Picasa account will be 
associated with a particular Gmail address of yours).
3) Go to the Picasa gallery (s) you want to download.
4) In each gallery you will see this command under the "Actions" drop 
down menu: "Download to Picasa"
5) Download files to the Picasa hard drive location of your choice.

I don't use Picasa actively (yet) so I look for an ordinary download 
option, which is:

Get a Google+ account and create your photo galleries there; maybe 
transfer your Picasaweb photos to them. You can then quickly and easily 
download everything in that G+ account including all the photos in all 
your galleries.

Update: Just discovered something new:

1) Log in to your Google+ account.
2) Go to "Account Settings"
3) Go to "Data Liberation"
4) This is what you'll see:
Google lets you save a backup of your photos, profile information, 
contacts, circles, stream posts, and Buzz posts to your computer.
Download your data
Download data from a specific service
Download your Picasa Web Albums photos
Save your albums and photos as a .zip file
Download your Profile data
Save your profile data as a .json file
Download your Stream data
Save your Stream posts as a .zip file
Download your Buzz data
Save your Buzz posts as a .zip file
Download your Circles and Contacts
Save your circles and contacts as a .zip file
5) Selecting "Download your Picasa Web Albums photos"
takes you to Google Takeout where you can can download your PicasaWeb 
albums as a .zip file. I haven't tried this yet but assume it will
provide all photos in all galleries including my Google+ ones,
which I assume Google sees as just more PicasaWeb galleries.
