I've been programming for many years and agree with you. Its certainly
not impossible, but to learn a new language like Java is a major effort
all by itself - especially if you don't already have programming
experience. Then after that learning the Android app development
process and environment is another large effort.
If you are aiming for an e-book there are publishing tools for that
would probably be reasonable for most writers.
If you want a true interactive app, then contracting it out is probably
the best route. Some people have had good luck finding contractors
through sites like freelancer.com. Here is story about going that route:

While I'm not developing smartphone apps, from everything I've read, if
you can't do booth and have to choose iphone or android, you will
probably make more money on iphone.
