Margaret and Lon,  My very faint and second hand knowledge of what 
researchers have to raise to do their projects at Harvard is that they must 
have twice or two and a half times the expected expenses.  However, the two 
cases I heard of were from postdocs and they said Harvard was cheaper than 
elsewhere in their experience.

I guess most funders of research are aware of this, even Uncle Sam has 
procedures that increase costs.  A physician I know started a foundation for 
medical on a narrow problem.  He and others were able to raise very useful 
amounts of money, and none from Uncle, because Uncle required dedicated 
facilities and they could share staff etc. for a total lower cost.  However, 
I do support Uncle's insistence on very well designed studies that are 
carefully done so we get some good science for the money.
