Web site TOS (Terms of Service)?

Does anyone out there have any advice for the development of Terms of
Service for a Web site?

I know the quick answer is to consult an attorney, but they cost money
and very few understand Internet law as a field.

It's probably the biggest stumbling block in getting hort.net to do what
I want it to do right now -- I can't open up new features until I create
user logins, and I don't want to create user logins until I have a TOS
that protects both myself and the site's users.

I've looked at other sites' TOS and have some ideas, but I'd still love
to get any input from folks who have been through all of this already.
