Well, Lawrence, I'm so far behind in reading mail, I don't know which

Or, I have just found time to put information about this and who to
write to in order to help the effort to get this stupid regulation
rescinded in a bulletin on my topic page:

Might be of interest to you.  The original notification of the change
in policy regarding phytos for seeds was published in the National
Register - no public comment period - but the uproar by either US
nursery folk or foreign countries who couldn't get their paperwork
together postponed the active date from the original Sept. of 2001 to
January of this year.

I understand, from posts on other lists, that portions of USDA are
not pleased that this regulation is being enforced...appears that the
right hand over there acted without conferring with the left hand.

The important point - for all those interested in maintaining plant
diversity as well as small foreign seed houses and international seed
exchanges - is that they are considering changing this law in regards
to small packets of horticultural seed.  This will only happen if
they get enough letters from gardeners, nurseries, garden centers,
botanical gardens and others who are impacted by the regulation.  So,
as I have urged before on this list of garden writers...get your pens
out and WRITE the letters!!!
