Ditto Jeff L, and I'd add that the devil is in the details. The type of mulch/wood chips, age of the material and thickness, not to mention if it's dug into the soil makes all the difference. This article is very good on this topic: http://ohioline.osu.edu/b894/pdf/b894.pdf
