 Doug, I agree. I've seen squirrels snap off flower heads and then use the stems as their own personal drinking fountain. I've also observed them snapping off flowers and then carrying them off to...where? Why? Those bastards! They're hoarding my blooms! 

 I agree that hot pepper might give you the proof you need - sprinkle all these plants with cayanne pepper or something similar. If the damage stops, the Furry D is the culprit.
