Hi Amy,
The Garden Writers Association awards program is legit, writers are called
in to judge judge articles, books, photography, etc. from their own field
of expertise, with 2 or more independent  judges in each category.  There
is a scale of points and initially each submission is judged on its own
merits. There is a submission fee. There is a call for entries here:
