Leaf burning issue

Speaking from personal experience, smoke from leaf burning triggers asthma attacks. One of my neighbours insists on burning yard waste in spite of the ban on open fires in my small town. I figure he douses about 18 lots besides his own in smoke (6 each beside, behind, and across from him), and if you figure one in ten people with asthma, and who knows how many with other respiratory problems, he is making others suffer besides me. It's only a couple of times per year, but it's inconsiderate, illegal, and would be complete misery if others did it as well.
