I do not fertilize the shrubs etc - just the veggies and potted plants (when I remember).  Last yr I fertilized the plants twice, the veggies got none as the area was too shady.
 
Whilst I do not think the shrub/perennial beds need fertilizers, it doesn't hurt them and there are days at the end of winter when it is too wet to garden, the compost is still frozen, but sunny and darn it you want to DO something in the garden.  Thats when I fertilize - it perhaps does more for the gardener than the garden.
