One thing I've often
found when propagating cuttings, is that the time of year often makes a huge
amount of difference. I used to do a good deal of commercial propagation and
sometimes saw differences as much as only 7% take in one month and 78% take in
another month. Often, cuttings root best in spring and early summer, as the day
length is increasing. This appears to me anyhow, to be especially true for
evergreen cuttings, such as your citrus.
