I don't have time to read the Federal Register, and I'm sure you folks don't either. Summer before last, USDA posted notice that they were going to demand phytosanitary certificates with imported seeds as well as plants. Two different people have told me that they've received seeds from abroad, "vegetable seeds" clearly noted on the front of the envelopes. Does anyone know whether there's been an official change of mind? Margaret Lauterbach
