Landscape Plant Development Center, based in Mound, MN (Twin Cities 
area) is
a non-profit consortium of university researchers, arboreta directors 
and
wholesale growers such as Bailey's.  They are developing and evaluating
numerous small trees and ornamental shrubs for homeowners, especially 
in the
Midwest.  Some of their introductions sell well in the colder areas of
Canada, too.  They have a MN research station with trial fields and 
fields
in the Willamette Valley in Oregon.

The last time I tried to access the website, however, it was 
temporarily
down.  There is an email listed on the site for more information.  You
