That's very interesting about your shallots. The Walking onion(egyptian Onions) are Allium x proliferum and shallots are Allium cepa. The walking onion stems finally get so top heavy with bulblets they topple over and the the bulblets take root. When a virus is present the bulbs get a little smaller every year in spite of good care. I was at our farmer's market this morning and all but one grower had seed grown. On;y one had bulb grown and they were undersized. I suppose I should have purchased a couple and taste compared with mine.
